Pension Cell Overview and History

Establishment and Purpose

The Pension Cell was established to facilitate the timely processing of pension claims for employees who separated from service after April 1, 1994. These claims were processed through the Coal Mines Provident Fund Organization (CMPFO) starting in the financial year 1998-99.

Legal Framework

The Pension scheme was introduced through:

• Notification GSR No.123(E) dated March 5, 1998

• Coal Mines Provident Fund and Miscellaneous Provisions (Amendment) Act, 1996 (23 of 1996)

• Notification S.O.No.232(E) dated March 20, 1998 (effective from April 1, 1998)

Membership Eligibility and Options

Automatic Members

• Employees who were members of the Family Pension 1971 scheme

• Those on the payroll on the appointed day (March 31, 1998)

Optional Membership

• Non-members of Coal Mines Family Pension Scheme 1971:- Must opt-in through PS-1 Form

• Previous scheme members or industry joiners (March 1971 – March 31, 1998):- May opt-in through PS-2 form

Operational Structure

Inter-departmental Collaboration

The Pension Cell operates through coordination of three departments:

1.Personnel Department:

• Prepares and completes employee claims

• Collects required documentation (photos, descriptive rolls, signatures)

• Processes new nominations for CMPF/CMPS

• Manages CMPF account number allotment

2.EDP/System Department:

• Manages 2% pension deduction calculations

• Processes additional increment implementations

• Calculates CMPFO depositable amounts

• Handles VV Statement submissions

• Facilitates online contribution processing

3.Finance Department:

• Verifies claims

• Calculates due amounts as per scheme

• Issues demand notices

• Processes file clearance to CMPFO

• Manages administration charges

1.C-CARES Portal Integration:

• Online processing of PF claims

• Digital pension claim submissions

• Real-time tracking of claim status

• Secure document upload facility

Financial Operations

1.Online Contribution Management:

• Direct transfer of contributions to CMPFO

• Automated calculation of administration charges

• Digital payment reconciliation

• Real-time transaction monitoring

PPO Management

PPO Revision Process:

• • Handles revision requests

  • Updates pension payment orders

  • Processes modification applications

  • Coordinates with CMPFO for implementations

  • Tracks revision status

Current Functions and Responsibilities

Administrative Oversight

• The department operates under Personnel Directorate

• Headed by GM(Personnel)/PF & Pension services

Key Activities

1.Coordination with:

• Area units

• Headquarters departments

• Other BCCL subsidiaries

• System Department for VV Statement processing

2.Data Management:

• Monitors incoming/outgoing employee pension data

• Tracks reckonable month services

• Processes supplementary VV statements

• Manages new CMPF nominations

• Ensures timely CMPF account number allocation

3.Financial Processing:

• Issues demand notices

• Handles Family Pension share calculations

• Processes government share contributions

• Manages 2% pension amount collections

• Implements additional increments per applicable rates

Special Processing

Handles claims for ex-employees from:

• CCLSPF

• CMALSPF

• HLSPF

(As per notification No.G.S.R.107(E) dated February 13, 2003)

Documentation Period Coverage

• Processes documents from March 1, 1971 (or joining date, whichever is later)

• Extends through September 2002 for specific pension components

New Employee Processing

1.CMPF/CMPS Nomination:

1. • Processes new nominations for all employees

   • Verifies nomination details

   • Updates beneficiary information

   • Maintains digital records

2.CMPF Account Management:

• Ensures timely allotment of new accounts

• Monitors account activation

• Updates employee details

• Maintains account records
